कर वसूली अधिकार ही नहीं, हर कर को काम देने का कर्तव्य भी सरकार का

केंद्र सरकार एवं राज्य सरकारें देश एवं संबंधित प्रदेश की जनता से विभिन्न मदों में कर वसूलती हैं । देश एवं प्रदेश के सर्वांगीण विकास के लिए राजस्व की आवश्यकता होती है और राजस्व की व्यवस्था के लिए कर उगाही अपरिहार्य । सरकारों को यह अधिकार भी है । लेकिन, देश एवं प्रदेश के हर कर को काम देने का कर्तव्य भी तो केंद्र सरकार एवं राज्य सरकारों का बनता है । इससे विमुख कोई भी सरकार नहीं हो सकती । क्या सरकारें इस कर्तव्यों का सही मायने में निर्वहन करती हैं? जवाब होगा नहीं । जब जनता कर का भुगतान सरकारों को करती है, तो काम के लिए किससे अपेक्षा रखे? पड़ोसी देशों से?
जिस तरह राष्ट्र एवं राज्य के सर्वांगीण विकास के लिए कर वसूली का सरकारों को अधिकार है, उसी प्रकार सरकारों से योग्यतानुसार काम प्राप्त करना जनता का अधिकार है । जनता कर अदा करती जाती है और सरकार हर कर को काम देने के कर्तव्यों से किऩारा । सरकारों की नीतियां ही तर्कसंगत नहीं हैं ।

एक तरफ़ बेरोजग़़ारी सुरसा के मुंह की मानिन्द बढ़ रही है, दूसरी तरफ़ सरकारें अनुदान और ख़ैरात में बेतहाशा वृद्धि कर रही है । जिससे जहां एक ओर निकम्मेपन, कामचोरी को प्रश्रय मिल रहा है, वहीं दूसरी ओर अर्थव्यवस्था बुरी तरह लडख़ड़ा रही है । सरकारें योग्य हाथों को काम देने में विफल और परंपरागत काम धंधे पहले ही से चौपट ।

अनुदान ने बिगाड़ी अर्थव्यवस्था

स्वतंत्रता प्राप्ति के बाद ही से सरकारों ने रोजग़़ारोन्मुखी योजनाओं की बजाए अंधाधुंध अनुदान पर बल देना शुरु कर दिया । विडम्बना देखिए, अनुदान के मंसूबे आत्मनिर्भर बनाने के और बना क्या दिया? लाचार, पंगु—हद देखिए, सुबह नलों के माध्यम से वितरित किया जाने वाला पेयजल भी अनुदानित दरों पर मुहैया करवाया जा रहा है । देश की जनता को कैसा आत्मनिर्भर बनाया गया है, बग़ैर अनुदानित पेयजल भी उसके बूते से बाहर—यदि सरकार पेयजल उपयोग-उपभोग राशि में से अनुदान राशि हटा दे, तो भारतीय जनता के लिए अपना हलक़ तर करना भी डेढ़ी खीर साबित हो जाए—इससे देश की स्थिति का सहज अनुमान लगाया जा सकता है ।

भारत कृषि प्रधान देश है। कऱीब 76 प्रतिशत आबादी किसान। शेष 24 प्रतिशत किसी न किसी रूप में खेती-किसानी पर मुनहसर। इस लिहाज़ से तो देश का किसान अति संपन्न होना चाहिए— क्या है? खाद्यान्न के मुआमले में देश तो आत्मनिर्भर, सरकारी गोदामों में रखा खाद्यान्न सड़ रहा है। सरकारों को सर्वोच्च न्यायालय की बार-बार फटकार सहनी पड़ती है। ज़ाहिर है खाद्यान्न उत्पादक किसान ही है। वो किसान, जिसे अन्नदाता कहा जाता है। विडंबना देखिए, उसी अन्नदाता किसान का परिवार भरपेट भोजन का मोहताज़। संपन्नता कोसों दूर। ऐसा क्यों? दोष सरकार की युक्ति विहीन कृषि नीति का।

खेती-किसानी में किसान को लागत मूल्य भी नहीं मिल पाता। एक तरह से कृषि घाटे का सौदा। कृषि आदान (रासायनिक खाद, उन्नत बीज) पर क़ीमत की कऱीब आधी राशि के रूप में अनुदान। भूमि लगान नाम मात्र का। सिंचाई के लिए विद्युत भी अनुदानित। ग्राम सेवा सहकारी समितियों की माफऱ्त वितरित किया जाने वाला फ़सली ऋण भी बग़ैर ब्याज से- यदि कृषि आदान से अनुदान राशि हटा दी जाए, सिंचाई के लिए विद्युत भी बग़ैर अनुदानित दर पर उपलब्ध करवाई जाए, ग्राम सेवा सहकारी समितियों की माफऱ्त वितरित किए जाने वाले फ़सली ऋण पर ब्याज लिया जाए, तो यक़ीन मानिए, खेत-खलिहान सूने मिलेंगे ।

कृषि घाटे का सौदा। खेती-किसानी आधुनिक कृषि औजारों-उपकरणों से। पारंपरिक कृषि उपकरण बनाने वाली जातियों के लोगों के सामने रोज़ी-रोटी का संकट। मानवश्रम की जगह यांत्रिक उपयोग किए जाने से खेतिहर मज़दूर बेरोजग़़ारों की पंक्ति में।

सभी के पुश्तैनी काम-धंधे चौपट
यांत्रिक युग में हर कार्य यंत्रों के उपयोग से, मानवश्रम की दरकार ही नहीं अथवा नगण्य। बर्तन-भांडे बने बनाए बाज़ार से, कुम्हार समाज के लोग अन्य काम-धंधे की तलाश में, जूते बने बनाए बाज़ार से, मोची समाज के लोग अन्य काम-धंधे की जुगत में, हर घर में सिलाई मशीन, दर्जी समाज के लोग अन्य रोजग़ार की खोज में, वन भूमि पर कंकड़-पत्थर के जंगल, हर घर में रसोई गैस, लकड़हारे बेरोजग़़ारों की कतार में, पढ़े-लिखे युवा एक अनार करोड़ बीमार-फिर भी नहीं रोजग़ार, सभी व्यापार में, सभी बन गए विक्रेता, क्रेता का इंतज़ार।

सरकारों ने कर वसूली के अपने अधिकार में कभी कोई कसर बाकी नहीं रखी, लेकिन हर कर (हाथ) को उसकी योग्यता के अनुसार काम देने के कर्त्तव्य का निर्वहन करना मुनासिब नहीं समझा। यदि सरकारें अपना यह कर्त्तव्य निभाती, तो देश की स्थति अलग ही होती। भारत का प्रत्येक परिवार संपन्नता से परिपूर्ण होता। हर दिन होली, हर रात दीपावली सदृश होती।

सरकारों को न तो अनुदान देना पड़ता और न ही अन्य जनकल्याणकारी योजनाओं की दरकार ही होती। अनुदान एवं अन्य जनकल्याणकारी योजनाओं पर व्यय किया जाने वाला अनाप-शनाप पैसा देश के चहुंमुखी विकास के लिए काम आता। अंतिम पंक्ति-चहुंमुखी विकास के लोग काम आता की जगह चहुंमुखी विकास के लिए काम आता कीजिएगा।
